Our Mission

Who We Are

Empowering communities through sustainable initiatives, Plan Progresso 501c3 is dedicated to creating positive change. With a focus on education, healthcare, and environmental conservation, we strive to make a lasting impact. From building schools to providing medical aid, we are committed to improving lives. Our projects range from clean water initiatives to vocational training programs, all aimed at fostering growth and development. Join us in our mission to build a better future for all.

What We Do 

Our current project is a development, construction and operation of a 28-day drug and alcohol rehabilitation center in Comerío, Puerto Rico. Services will be provided in these main areas:

Medical Touch

Detox:

An important early part of many addiction rehab efforts is detoxification. During detox, the body rids itself of the toxic influences of drugs or alcohol.​

Empty Chairs

Rehabilitation:

Group and individual therapy to recognize and address the underlying causes of the patients’ addiction. Patients learn how to cope with future use temptations and practice substance refusal skills in order to prevent relapse.

Love

Aftercare:

Once an individual has successfully completed a rehab treatment program, a specific aftercare plan will be prescribed and implemented.

Change for the Better

Rafael Torrado has co-authored publications on economic development and affordable housing, with extensive experience in Puerto Rico. He has developed over 2,000 affordable housing units in Puerto Rico, valued at $645.97 million, including the first Low Income Housing Tax Credit (LIHTC) transaction in the region and the largest LIHTC project in the U.S., valued at $123.89 million.
